This is not like a pc game where more frames are better. you may have to play with this to find a sweet spot.
Again how much aa you use is all up to your vid card. I got anisotropic filtering at 16x, AA at 8x, Triple buffering on, v sync on(a must). I went to program settings and made a custom profile for the pcsx2.exe. Once you get this tuned to your system go into your video card control panel, nvidia control panel, ati ccc. I kept this default and just changed aspect ratio to widescreen 16:9. Once that is figured out while still in the core GS settings at the top click gs window and set your preferred resolution for windowed mode. If you bought a pc within the last 3-4 years with a mid-range video card you should be good.
If you have a amd phenom quad core or up you should be good. Again you will need to find a sweet spot for your system. Now with my current system I didn't need to set a preset. At the bottom you have a preset button that lets you select 1, 2,3 etc. I keep everything at default and set slow motion adjust at 50%. Theres another setting that runs in conjunction with your video settings. Always use the highest that your system can support as it will run faster and smoother. If your setup supports a higher sse use it, if you can run directx 11 use it etc.

Again depends on your hardware, you may need to run directx10 mode, directx 9 mode, or even software mode. If you can't get it running 60 fps at the native resolution then how are you going run it at higher resolutions? Get me? My settings are gsdx sse4.1>renderer direct3d11(hardware)>interlacing none>resolution custom 1600x900>texture filtering checked>Logarithmic Z checked>alpha correction checked>software mode settings, extra rendering threads set at 4(quad core cpu)> edge AA unchecked. I recommend starting at the native ps2 resolution and work from there. The video plugin is where you will do the most tweaking. I had to use gsdx sse2 on my old setup for example. The link to the guide I posted will give you the run down on which plugin to select depending on your hardware. I use the gsdx sse4.1 directx 11 version from the plugin selector. The graphics plugin you will use depends on your cpu. I use the lilypad plugin within the emulator. If you have wireless you will need a module to run it on the pc. Use your game pad of choice, A wired 360 controller works as well. I use a logitec gamepad that is damn near identical to a ps2/ps3 controller.

You will only select the GS plugin(video, depends on your hardware refer to pcsx guide link), Pad( i use LilyPad), and CDVD(i use Linuz Iso CDVD). Open up emulator and it will run you thru a setup to slect the plugins. Right click the pcsx2 exe, click the compatibility tab and choose windows xp(service pack 3). OK so you got the emulator, bios, college hoops 2k8 iso that you made. Also included within the emulator is a plugin that will make a compressed iso file for the guys who like to save hard drive space. A quick google search will show you how, numerous programs can be used, nero, magic iso etc. The emulator includes a plugin that can run the game directly from your dvd drive, research shows its always best to rip it into an iso file. The game can be found online or your local gamestop if they have it from 2-5$. Pm me if you need some direction on that. You need the US version of the file that can be found at numerous places that I cannot list here( *hint* torrents *hint*). IF you own the ps2 hardware, or have at some point in time(which is about 98% of gamers lol) you can sleep easy knowing you didn't rip off sony. Now someone mentioned the legality, obviously downloading the game is illegal and so is the bios file depending how you look at it. This file contains all you need except for two components, the game, and the ps2 bios file from the ps2 hardware.
